Just a week after a new report was critical of the secondary education system in Brazil, President Dilma Rousseff said that she favoured dedicating the entirety of the royalties generated from the country’s new offshore oil sector to education spending for 10 years, so as to allow Brazil to reach its aim of spending 10%  of GDP on education.
