President Enrique Peña Nieto won a major victory on 20 December 2013 when he signed into law his pivotal energy reform. While the text of the reform maintains that “in all cases, hydrocarbons in the subsoil are the nation’s property”, the changes to constitutional Articles 25, 27 and 28 allow for private capital to have a much greater role in the national energy sector, via profit- and production-sharing agreements, as well as licenses (or concessions) under which companies will be able to manage the resources and pay royalties and taxes to the government.
