MEXICO: Federal halt to autodefensa expansion

Between mid-November and mid-January the autodefensas (‘self-defence’ groups) of Michoacán had expanded their area of influence to seven municipal capital and eight new localities of Michoacán’s Tierra Caliente region and begun to move into Apatzingán, the main regional hub, and Uruapan, the state’s second-largest city. They met considerable resistance from their main enemies, Los Caballeros Templarios (LCT), which finally led the federal government to take control of all public security functions in Tierra Caliente — while remaining in two minds about how to deal with the autodefensas.
