VENEZUELA: High-profile murder and a new anti-crime plan

It took the 7 January murder of Mónica Spear, a former Miss Venezuela, and her husband, for the government of President Nicolás Maduro to call all state governors and 79 mayors to a meeting to propose what he described as a ‘general pacification and disarmament plan’, and for opposition leaders to call for the declaration of a state of emergency and a review of the government’s anticrime policies.
