From Davos to Havana

President Enrique Peña Nieto visited two dramatically different foreign destinations within a matter of days in late January: Davos, Switzerland and Havana, Cuba. On the surface Peña Nieto’s presence at the annual meeting of the World Economic Forum (WEF) in Davos fits in more naturally with his foreign policy objective of projecting Mexico as an economically stable democracy which is going places, and needs to attract more foreign investment to get there. But the summit of the Community of Latin American and Caribbean States (Celac), hosted by the Cuban government, also served a pragmatic purpose with Peña Nieto keen to restore relations to their former state swiftly in order to capitalise on Cuba’s economic opening.
