SECURITY: Internal security concerns drive military expenditure

Weeks before the International Court of Justice (ICJ) handed down its ruling on the longstanding maritime border dispute between Peru and Chile (on 27 January), media reports in both countries suggested that concerns about sovereignty and territorial integrity remained the key driving forces behind apparently still-escalating levels of military spending. This is not entirely the reality.
