NICARAGUA: Re-election secured, Ortega boosts the army’s role

Reforms of the military code approved by Nicaragua’s national assembly restore to the army the internal security role that had been removed in 1994 with a twist: using the military in this capacity is up to the President. They also give the President the power to keep the commander-in-chief of the army at his discretion and to appoint serving members of the military to unelected posts in the administration.
