Marijuana debate hits Mexico City

Moves are afoot to legalise marijuana in Mexico City. Legislators from the left-wing Partido de la Revolución Democrática (PRD), which governs the capital, presented a proposal in the Mexico City legislative assembly on 13 February that would treat marijuana use as a health issue rather than a criminal one, and allow stores designated by the authorities to sell the drug. The plan was immediately hailed by the influential Global Commission on Drug Policy (GCDP) for putting Mexico “at the vanguard of a necessary debate right across Latin America” but it is not a fait accompli as the PRD itself is split over the proposal, which follows the lead of the US states of Colorado and Washington and, famously, Uruguay. A separate initiative, with a similar goal, is entering the federal congress, where it will meet stiffer resistance.
