Popular consultation and the energy reform

After sitting on it for years, Mexico’s congress has finally approved a law bill setting out the guidelines by which a popular consultation (consulta popular) can be used to decide issues of national interest. The question now is whether the new legislation could be used to challenge the energy reform, as Mexico’s Left hopes to do, or if the ruling Partido Revolucionario Institucional (PRI) has managed to introduce sufficient provisions in the law to prevent this.
