PERU: Rooting out regional corruption

It took the murder of a candidate for regional president in this October’s elections to compel the central government finally to take action in the northern region of Áncash. Ezequiel Nolasco foretold his own death after seeking to expose the corrupt regime he alleged was being run by the incumbent regional president of Áncash, César Álvarez. His murder, in mid March, led to a hastily convened public hearing in Chimbote, the largest city in Áncash and capital of the province of Santa, on 7 April.
