BRAZIL: Resizing the flare-up in Rio

Media headlines in April, mainly outside Brazil, painted a grim picture of the situation in Rio in the run-up to the Fifa World Cup. Common themes were that Rio’s ‘pacification’ policy was failing, to the extent that the military had to be called in to contain rising violence, and that police violence had triggered a series of protest and riots in ‘pacified’ favelas.
