The president of the opposition Partido Acción Nacional (PAN), Gustavo Madero, is accusing state governors, the vast majority of which belong to the federally ruling Partido Revolucionario Institucional (PRI), of blocking the new politico-electoral reform. None of the 32 states have yet modified their constitutions or made any move to harmonise local legislation with the changes recently approved by the federal congress.
