Colombia’s President Juan Manuel Santos has done it. After finishing behind Oscar Iván Zuluaga in the first round of the presidential elections [RA-14-05], he came from behind to defeat Zuluaga in the second round run-off, staged on 15 June. But after winning the closest and most bitterly disputed electoral contest in Colombia’s history, Santos has no time to rest on his laurels and must now begin to build political consensus around his future government plans. In particular, Santos has to convince all of his political allies (and some opponents) that his second government can negotiate a workable peace deal with Colombia’s left-wing guerrilla groups that will bring an end to the long-running internal armed conflict.
