MEXICO: Time for military to withdraw?
The number of people killed in clashes with the army has been falling sharply over the first six months of the administration led by President Enrique Peña Nieto — far more so than when it began to fall during the last year in office of his predecessor, Felipe Calderón (2006-2012). This development came to light shortly after the publication of an official manual regulating the use of force by the armed services and on the heels of the revival of a United Nations (UN) rapporteur’s report urging the withdrawal of the military from tasks which should be entrusted to civilian police. The explanation offered for the decline in fatalities is that there has been a commensurate decline in the number of attacks on army personnel.
