President Luis Guillermo Solís got short shrift from Costa Rica’s business sector in July after mooting joining Petrocaribe, Venezuela’s preferential oil agreement, in order to combat the country’s high energy tariffs. Solís revealed on 10 July that his centre-left Partido Acción Ciudadana (PAC) government was weighing up the option, while emphatically ruling out joining the Venezuela-led integration bloc Alianza Bolivariana para los Pueblos de Nuestra América (Alba) under any circumstances.
