POLITICS: Cartes completes his U-turn on Mercosur

After conditioning Paraguay’s return to active participation in the Southern Common Market (Mercosur) on the resolution of all the legal issues surrounding the country’s temporary political suspension from the bloc after the June 2012 impeachment of former president, Fernando Lugo (2008-2012), Paraguay’s President Horacio Cartes completed a full policy U-turn on 29 July, when he attended the Mercosur heads of state summit in Caracas, Venezuela. Cartes says the return to the Mercosur table will allow Paraguay to defend and promote its interests from within the bloc, rather than remaining on the outside looking in. A sceptical domestic public has to yet to be convinced that this is the right decision.
