MEXICO: Trying to tally ‘disappearances’ and kidnapping

The federal government led by President Enrique Peña Nieto has repeatedly emphasised the importance of having reliable data on crime in order to shape public security policies. It has yet to provide a clear indication of the mix between homicides attributable to organised crime and to other causes. It has twice adjusted the reported total of ‘disappearances’ and the number of cases resolved, and the figures still show unexplained gaps. It is also at odds with crime-monitoring NGOs over the number of kidnapping cases and trends regarding this particular crime.
