BRAZIL: Assessing police violence in São Paulo

A headline proclaiming ‘Conflict between military police and population kills 50 a month in São Paulo’ was bound to catch the eye, particularly after the state’s authorities had been congratulating themselves about having succeeded in bringing down the number of civilian fatalities in clashes with the military police (PM). The reality is not so clear-cut.
