GUATEMALA: Report points to police-led ‘cartel’

Summing up its achievements during the past year, the United Nations(UN)-backed International Commission Against Impunity (Cicig) stated that the level of judicial and administrative corruption is ‘alarming’ — seven years after Cicig started on its mission to identify and help disband illegal security groups and clandestine organisations embedded in State instituions, and two weeks after an exposé of high-level involvement of the national police (PNC) in the drugs trade had been published.
