MEXICO: The state-level police dilemma

Placing Mexico’s municipal police forces under a single centralised command or establishing a single police force in each of the the country’s 32 federal entities (the 32 states plus the federal district) are not as straightforward a proposition as many advocates seem to believe, particularly if it entails setting police pay levels high enough to place the officers above the temptation of easy money offered by organised crime.
