PARAGUAY-BRAZIL | Warning over ‘intervention’. On 5 November Paraguayan foreign affairs minister, Eladio Loizaga, took to the air to warn that Brazil may not intervene in the case of the young Arlan Fick, held hostage by the guerrillas of the Ejército del Pueblo Paraguayo (EPP) since 2 April — at least not without the approval of the Paraguayan government. Loizaga said that the EPP wanted to use any Brazilian involvement as a means of gaining recognition as ‘belligerents’.
