Much has been made of the political difficulties confronting President Enrique Peña Nieto as he enters the third year of his six-year term, but he must draw some comfort from the fact that not only has the political opposition manifestly failed to take advantage of his travails, it is also engaged in damaging infighting ahead of key mid-term elections on 7 June. All of this suggests that the ruling Partido Revolucionario Institucional (PRI) should retain its dominant position in the 500-seat federal lower chamber of congress, which will be essential if Peña Nieto is going to regain the initiative with a fresh burst of reform initiatives. Whether the PRI retains the same appetite for these reforms, of course, is a moot point.
