Haiti - new government, same problems

Following the dissolution of Haiti’s parliament last month [RC-15-01], President Michel Martelly maintains that he is committed to holding the long delayed legislative and municipal elections this year, as well as presidential elections which are also due. Martelly might have acted swiftly in swearing in a new nine-member provisional electoral council (CEP) but his claims to have installed a new “government of consensus” continue to ring hollow.
