SECURITY: The EPP claims two more victims

Guerrillas from the self-declared insurgent Ejército del Pueblo Paraguayo (EEP) have struck again. After a short period of relative inactivity, in late January the EPP launched its most daring attack in months, as one of its cells attempted to kidnap a German couple from their cattle ranch in the northern department of Concepción. Robert and Erika Natto were killed as security forces attempted to rescue them, becoming the EPP’s first foreign victims. The EPP constitutes a growing problem for President Horacio Cartes, who upon assuming office in August 2013 promised to neutralise the EPP threat by deploying a large police and military contingent to the group’s ‘area of influence’ in northern Paraguay to hunt it down.
