PERU: Changing strategies against Sendero Luminoso remnants

A comprehensive picture of the Peruvian government’s fight against the remaining Sendero Luminoso (SL) guerrillas in the Apurímac-Ene-Mantaro valley (Vraem) has begun to emerge from a study carried out by IDL-Reporteros (IDL-R), the investigative journalism arm of the non-governmental Instituto de Defensa Legal. Backed up by a painstaking compilation of the casualties suffered by the military and police since 2005, it plots the fate of the two big phases of the government’s campaign.
