New phase in oil licensing

On 27 February the government announced the second phase of its historic Round 1 oil and gas licensing round – the first time Mexico has opened its hydrocarbons sector to private investment in seven decades. In phase 2, a total of nine shallow water production blocks are being offered, following on from the 14 shallow water exploration blocks put up for auction last December. A lot depends on the success or failure of Round One: the slump in international oil prices is not helping.
