COLOMBIA: Santos makes decisive gesture in peace talks

Colombia’s peace process has reached a seminal moment. President Juan Manuel Santos dispatched four active army generals and an admiral from the army, the navy, the air force and the national police to Cuba this week to commence talks with the Fuerzas Armadas Revolucionarias de Colombia (Farc) about a bilateral ceasefire. The Farc has been calling for a bilateral ceasefire since the very start of the talks in Havana over two years ago. Santos has repeatedly refused due to negative past precedent when the guerrillas used the respite afforded by previous ceasefires to militarily regroup. That Santos has chosen to act now suggests that he believes the talks are heading towards the end game, a calculation that also appears to have been reached by the US, which has just named a special envoy to the peace talks in a move that was welcomed by both the Farc and the Colombian government.
