DOMINICAN REPUBLIC: Relations with Haiti under further strain

Following a spate of violent attacks, the Dominican (DR) government led by President Danilo Medina has taken the unprecedented step of closing its diplomatic consulates in Haiti until the Haitian government can provide it with assurances that they will be better protected. Bilateral relations were already strained over the serious cross-border social tensions sparked by the end of the immigration regularisation programme launched by the DR last year. The programme was part of efforts to allay concerns that the September 2013 ruling by its constitutional court (TC) denying the automatic right to Dominican citizenship to the children of non-resident foreign nationals undermined migrants’ rights [RC-14-16].
