PANAMA: More arrests, no trials, more gangs

Officials of the organised crime division of Panama’s public prosecution service have been airing their frustration at the judiciary’s slow handling of cases involving gang members, who are considered responsible for most of the country’s homicides. Even as some gangs are disbanded, new ones appear, and courts have yet to process those who have been arrested.
