Last month Russia’s foreign minister, Sergei Lavrov, toured Latin America, where his stopovers included Cuba, Nicaragua, Guatemala and Colombia. With General John Kelly, the head of the US Southern Command (Southcom), recently expressing concern about Russian activities in the region, the stopover that attracted the most attention in Lavrov’s tour was that in Nicaragua.
