Mexican ‘decapitation’ strategy reaps more rewards

Development: On 19 April the Mexican government confirmed the capture of Jesús ‘El Chuyín’ Salas Aguayo, the presumed leader of the Juárez drug trafficking organization (DTO).

Significance: Mexico’s national security commissioner, Monte Alejandro Rubido, told the press that the capture of Salas means that the government has now accounted for 93 of the 122 targets on its criminal kingpin list. Salas was the leader of the Juárez DTO, operating in the border city of Ciudad Juárez and elsewhere in the northern state of Chihuahua. The announcement of his arrest followed fast on the heels of the capture of José Tiburcio ‘El Gafe’ Hernández, identified as a regional leader of the Golfo DTO, believed to be at the root of the violent struggle for control of drug trafficking routes in the border region of Reynosa in the north-eastern state of Tamaulipas.
