Paraguay’s senate has thrown down the gauntlet to President Horacio Cartes. By selecting magistrate Linneo Ynsfrán as the candidate to fill a vacant seat on the supreme court (CSJ), the senate has directly challenged President Cartes’s political leadership and that of his allies within the ruling Asociación Nacional Republicana-Partido Colorado (ANR-PC). Cartes must now decide whether to accept the nomination.
