PARAGUAY: New ‘guerrillas’ dismissed as ‘common criminals’

The reported appearance of a new guerrilla group in Paraguay has been dismissed by interior minister Francisco de Vargas. News about the emergence of an armed group calling itself Unión del Pueblo Paraguayo (UPP, ‘Union of the Paraguayan People’) began to circulate in early March, when media picked up complaints of villagers in the area of San Pedro del Paraná, in the southeastern border department of Itapúa. A local priest, Pedro Balbuena, told a television station that the UPP were armed ‘with more powerful weapons than the police’.
