EL SALVADOR: Maras divided over offensive and new ‘truce’ initiative

In the second half of April, as the government announced the creation of special anticrime battalions, media picked up apparently conflicting reports about the plans of the street gangs known as ‘maras’. On the one hand, police intelligence sources are cited as revealing plans for an offensive by an alliance of the two main gangs against the security forces and other targets. On the other a communiqué attributed to leaders of the main maras outlined a proposal for a ‘peace agenda’ to be discussed with the government.
