BRAZIL: As army pulls out, gangs still cling to niches

With the federal government planning to downscale the presence of the military in Rio’s favela hotspots, the state government is having a hard time dislodging the drug gangs from the areas where they still hold sway. In two of these in May, 14 people were killed in confrontations between the gangs, and in one, local crowds clashed with police as they protested ‘collateral’ deaths.
