MEXICO: How many drug ‘cartels’ are still active?

It made a good headline: ‘Only two cartels left in Mexico — Sinaloa and CJNG’. It sounded authoritative enough, since it cited as its source the director of criminal investigation at the PGR, the office of the federal procurator general, Tomás Zerón. It was all the more striking since only three months ago the PGR’s centre for crimefighting planning, analysis and information, CENAPI, had listed seven active cartels.
