BRAZIL: Coping with a rising inflow of refugees

The inflow of refugees to Brazil has been growing at the highest rate in the world, according to the office of the United Nations High Commissioner for Refugees (UNHCR), but the structure of CONARE, the agency created to deal with it, has not grown apace ― and legislation designed to facilitate the integration of refugees is often thwarted by prejudices and bureaucracy.
