Latin America on a CO2 roller coaster?

Latin American countries are preparing their positions ahead of the United Nations’ Climate Change Conference (COP21/CMP11) in Paris in December, when the world will try to negotiate a new legally binding and universal agreed on climate, due to come into force in 2020. A recently published paper by the US-based Brookings Institute1 points out that while Latin America has made some impressive achievements on emission controls, the region faces serious threats from climate change.
