Cuba: Fast and slow on foreign investment

Cuba says it is open for foreign investment and as the improvement in its diplomatic relations with the US continues, not a day seems to go by without announcements of new commercial initiatives and ventures. Things are moving fast. But a number of analysts warn that on the legal and regulatory front, things are actually not moving fast at all: they are going slowly. From this perspective, the island is witnessing a two-speed opening: much remains to be done before a real investment surge can take place.
