CUBA: An embassy without an ambassador, for now

Following US President Barack Obama’s historic announcement that the US and Cuba will finally restore full diplomatic relations on 20 July, the US Secretary of State, John Kerry, was due to go toHavana for an official flag-raising ceremony to celebrate the promotion of the US interests section to full embassy status.
