MEXICO: ‘El Chapo’ is back in business

The 11 July escape of Joaquín Guzmán Loera (‘el Chapo’) from prison ― his second such feat in 14 years ― has put paid to much of the speculation about the future of his Sinaloa/Pacífico cartel that followed his capture in February 2014. It is clear that he has retained the loyalty of the upper echelons of his organisation, as well as their ability to count on the cooperation of prison service officials and probably elsewhere in Mexican officialdom. It is also clear that the cartel’s dominant position was not weakened by his capture.
