EL SALVADOR: Gangs halt transport when call for talks is rebuffed

Reports began to circulate in July that the two main street gangs, Mara Salvatrucha (MS-13) and Barrio 18, were reported to have sent a letter to the Consejo Nacional de Seguridad y Convivencia Ciudadana (CNSCC; National Council for Security and Citizen Coexistence), an official body with representatives of civil society created last September with the stated aim of ‘promoting and facilitating dialogue and coordination on public policies related to justice, citizen security and coexistence.’ The letter called for talks with the government to ‘establish agreements [to] achieve peace.’
