POLITICS: Problems in Potosí

Potosí department, one of the country’s poorest, was hit by major protests in July over demands for extra regional development funds. It was the first episode of regional unrest since the March gubernatorial and local elections. While the protests were called off after the Movimiento al Socialismo (MAS) government led by President Evo Morales offered some concessions, the unrest also inadvertently triggered a flare-up of tensions with Chile (with which bilateral relations have been severed since 1978) after President Morales threatened to expel its consul to Bolivia, Milenko Skoknic, whom he accused of meeting with opposition leaders and fomenting the unrest.
