PARAGUAY: Alleged actions by anti-EPP ‘paramilitaries’

A kidnapping tentatively attributed to the guerrillas of the Ejército del Pueblo Paraguayo (EPP) and the kidnapping for ransom of a Mennonite by armed men claiming to belong to the EPP ushered in a month of unease for the northern department of San Pedro. Complicating the panorama what appears to be a paramilitary group devoted to fighting the EPP were involved in an arson attack against the property of an EPP leader’s family ― though at least one authority has suggested they might be drug traffickers protecting their turf.
