POLITICS & ECONOMY: ‘Lot 192’ conflict a dilemma for Humala

The conflict involving the ‘Lot 192’ oil concession, Peru’s largest, has taken an unexpected twist. In early September, congress openly defied the government led by President Ollanta Humala and approved a bill authorising the state-owned oil firm, Petroperú, to take over the concession, as per the demands of locals in the Amazonian region of Loreto, where the concession is located. The government does not feel that Petroperú should assume control of the country’s most productive oilfield, amid concerns that the firm does not have sufficient resources to develop it. President Humala must now decide whether to veto a popular bill and find himself at odds with congress yet again, or sanction it and leave his ministers in a difficult position.
