Brazil: The ever-moving budget

In normal times, a government’s fiscal accounts and plans get regularly scrutinised by the markets, but the numbers don’t change on a weekly basis. Brazil, however, is not living in normal times. Perhaps the two key numbers are the government’s primary fiscal balance for this year – 2015 – and the planned balance for next year, 2016. Such is the political crisis facing the government of President Dilma Rousseff, however, that those two numbers have danced around in bewildering fashion in a matter of weeks.
