Mexican teachers’ strike disruptive but not destructive

Development: On 12 October thousands of teachers participated in a 24-hour strike called by the combative union Coordinadora Nacional de Trabajadores de la Educación (CNTE) against the education reform promoted by the Mexican government led by President Enrique Peña Nieto.

Significance: The strike was most keenly felt in the poorer southern states of Chiapas, Guerrero, Michoacán and Oaxaca, where the CNTE enjoys a strong presence. But while the CNTE has doggedly opposed the education reform for over two years now, this strike was not as widely attended as the union would have hoped. The federal government is showing no signs of caving in to the CNTE. To do so would seriously undermine its credibility. Lifting Mexico’s poor education standards was the primary goal of the reform, primarily through the introduction of meritocratic teacher performance appraisals, the aspect of the reform most reviled by the CNTE. The compulsory tests are scheduled to begin in November.
