DIPLOMACY: Morales hails ‘victory’ against Chile

The International Court of Justice (ICJ) at The Hague rejected a jurisdictional challenge by the Chilean government to the case brought by Bolivia against Chile over the latter’s obligation to negotiate access to the Pacific Ocean, which Bolivia lost to Chile in the War of the Pacific (1879-1883). Bolivia’s vice-president Alvaro García Linera described it as the first victory against Chile in 136 years.
