Colombia: Farc peace talks enter final phase as deadline looms

The peace negotiations that the Colombian government and the Fuerzas Armadas Revolucionarias de Colombia (Farc) guerrillas have been holding in Cuba since 2012 entered their final phase this month. In mid-December 2015 the two sides reached an accord over the issue of justice and reparations for the victims of the conflict - the fourth point in the five-point agenda. After this, President Juan Manuel Santos said that the negotiators would enter a sort of ‘conclave’ and that they would not end the next round of negotiations (which started on 13 January) until an agreement had been reached on the final point in the agenda - the Farc’s demobilization and the formal end of the armed conflict.  With the start of the negotiating round in Havana already producing an accord on another key issue - how a definitive bilateral ceasefire is to be implemented and verified- there is renewed optimism that a full deal is now within reach. However, it is not at all clear if this can be attained by the 23 March deadline imposed by Santos, or more importantly, if the Santos government will have enough time to implement a peace deal before the end of its current term in 2018.
