MEXICO: Legal marijuana on the way?

A debate on the legalisation of marijuana is taking place in Mexico. While the government of President Enrique Peña Nieto opposes the idea, there does seems to be growing support for some form of liberalisation, perhaps through legalised medicinal use. What is not yet clear is how any eventual change would affect trade with the US, and what kind of impact it would have on the activities of the major drug-trafficking cartels.
